Many hosting companies buy and use Level 3's bandwidth, it's one of the best quality bandwidth available. The company is losing money and have enormouse debt, but the money is spent on building their scale. If the company stop building new networks, they are probably profitable as of now.

If you substract the purchased revenue from the total revenue revenues are flat. The shell game is coming to an end. Level 3's ability to buy revenue are behind it. The stock is drpping for sound fundemental reasons. I expect to see it drop until the market cap hits 3 billion.
